Okay so this race would have mechanics similar to that of Adventurer, which a drop down menu on spawn to change between the race specializations. Each different selection would have a certain effect and a different holloween costume skin. I could most likely find some decent skins for them if need be.
Here would be some of the races specials (named off the top of my head):
Lightning Thief // Speed -- Invisibility -- Extra damage -- Knife only -- Steals money or weapon for a short amount of time
Mysterious Stranger // Speed -- Health and armor -- Stun -- Can switch between teams at will (Needs a decent cooldown)
Alchemist // Fire damage (Burn) -- Frost damage (Freeze) -- Lightning damage (AOE) -- Shield from damage after being attacked for short time
Man of Steel // Extra health (500-1000) -- Slowed speed -- AOE shake screen -- Damage back from knifes and gernades -- Gravity pull enemies
Paradox // Spawn wards for speed drain, damage, and fear -- Low gravity and slight speed -- Scout only -- 75 hp -- Headshots with scout gains 25hp
Now for the actual skills:
Skills have 5 levels
After Dark (Attacker) -- Shrouds enemies screen in darkness
Masked (Spawn) -- Allows specialized skills to activate
Dirty Tricks (Victim) -- Bury enemy attackers
Sweet Treats (Ability1) -- Drops halloween candy that heals (Identical to Combine Medics)
I'm really happy for you... (Ultimate) -- Allows specialized ultimates to activate
The race I envisioned seemed balanced but it might be a tad OP on some of the specializations; I'm sure the idea needs some tweeking if it does get created by Teacher. It's a bit late for a halloween themed race but the idea came to me a little bit ago and I needed to atleast attempt to get it considered.
So I count 22 skills in here, that after combining what could be combined into 1 skill, eg health and speed, etc. So assuming it is a public race and none of the skills are new(even there are new ones in there), you are looking at 44$ just for skills, 88$ if it is private. Also how are you going to get the ultimate that activates other ultimates to work? You only have one ultimate button.

is it that hard to make a ultimate2 bind? something like ability1 2 3 4 which we have currently? not sure how the coding or whatever works for CSS.
It just seems like much more coding work to add an ultimate2, when that doesn't even exist yet in the system. This is different from adding a new skill that can be used with the existing system, but editing the system for a new skill. We only have one ultimate button(for obvious reasons), so I suggest moving that ultimate skill somewhere else if you want it to work. Plus it seems like you are trying to pack 5ish classes into one, you might have to pay for all of them. With the adventurer race, all of the classes only had one skill at most, and none of them are active skills. I don't see how this would work with multiple active skills using the same slots.
oh god.. no more binds, please, im already risking it having mouse wheel as ability 3 and 4 (up and down) i dont got any more keys for ultimate 2!!! and i bet a lot of people are in the same position
um why not just a screen pop up when you hit ulti asking you what you want to use?
or at beginning it will ask which ulti you want to use for the round?
